**JOB PURPOSE / ROLE**:
To lead the development and implementation of the health, safety and environment vision, goals, strategic plan, policy and programs aligned with the company vision in order to ensure the organisation has best HSE practices in place which are aligned with local and international legislation.

KEY RESPONSIBILITIES:
Description Strategy
- Develop the functional strategy ensuring that it is in line with the organizational strategy.
- Ensure that functional strategies and related strategic plans are implemented and that they are aligned with the vision and mission of the organization.

Management
- Manage the effective achievement of functional objectives through the effective management of the function - setting individual objectives, recruiting qualified staff, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal - in order to maximise subordinate and functional performance.

Budgets and Plans
- Recommend the functional budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified and corrective actions are taken. HSE Operations
- Lead the development of an operational HSE Management System in order to ensure that all JOB DESCRIPTION operatives implement standard operating procedures.
- Oversee the development and execution of an Emergency Response Plan (ERP) in line with best practice and international standards.
- Manage the development of an HSE audit plan for each division in order to ensure that corporate HSE standards and SOP’s are implemented and recommendations reviewed to pursue policies of continuous improvement.

Safety Management
- Ensure advanced Safety/Risk Management measures and precautions are implemented within the organisation in accord with internal safety standards.
- Ensure compliance with all local and international regulations and legislation.
- Advise management on any aspect of a safety and occupational health/risk management program.

Formulate and provide recommendations to management on hazard control and abatement. Oversee safety program changes and modifications to existing safety and occupational health programs. Ensure all work area are safe for required work through visits to work sites during dangerous or potentially difficult work.
- Manage the review safety equipment and procedures for Plant and Field scheduled shutdowns and that would include recruitment of safety personnel where necessary and liaising with Maintenance Planning and Contractors on safety regulations and procedures.
- Ensure the availability of safety manuals, hazardous area instruction, safety materials, safety publications and posters, emergency preparedness etc. Equipment & Materials Management
- Ensure that safety equipment and facilities are kept in the best working conditions by developing and initiating preventive maintenance programs and associated procedures; setting up efficient records keeping systems for all equipment under his responsibility, and recommending the replacement of faulty equipment.
- Manage the preparation of requisitions for replenishment of safety materials stock and recommend the purchase of new equipment as necessary to ensure that adequate stocks of safety and emergency equipment and protective clothing are available at all times.
- Evaluate new items to assess their suitability, review related literature and advertising materials, and forward recommendations to the Head of HSE.
- Oversee in the inspection of new projects construction/installation work on site to ensure that contractor personnel are aware of and carefully observing Company safety practices and regulations. Risk Management
- Assess the risks associated with implementation of HSE policies and procedures by carrying out risk assessments and special studies on safety matters and recommend corrective action to mitigate the risks in line with best practice and local regulations.

Work Permits Management
- Manage the implementation of the “permit to work” system, covering maintenance work and vessel
- Review permits issued by operations personnel to ensure that proper measures are taken prior to commencement of work, such as equipment of plant isolation, shutdowns and that necessary tests (such as gas tests) are taken.

Training and Development
- Develop and conduct training sessions/ programs in safety principles and practices, and organize appropriate communication of HSE topics to build awareness and embed the HSE philosophy across the organisation.
