Overview

The Land & Regulatory Affairs Manager is responsible for navigating and managing all regulatory, planning, and permitting requirements related to real estate development in Qatar. This role involves liaising with governmental authorities, ensuring compliance with local laws and regulations, and overseeing all administrative processes necessary for project approvals and land use.

Key Responsibilities

1. Regulatory Compliance
- Monitor and interpret Qatari laws, regulations, and policies related to real estate development
- Keep updated on any legal or policy changes from relevant government bodies such as the Ministry of Municipality and the Ministry of Municipality and Environment (MME).
- Ensure internal processes and project plans align with legal and zoning requirements.

2. Permitting & Approvals
- Lead the process of obtaining all necessary permits and approvals—such as building permits, land use permissions, and environmental clearances—from local authorities.
- Coordinate with government agencies, municipalities, and other regulatory bodies to expedite approvals while maintaining compliance.
- Maintain a database of relevant documentation, permits, and timelines.

3. Land Use & Planning
- Advise on land acquisition strategies, including zoning considerations, environmental constraints, and long-term development potential.
- Collaborate with urban planners, architects, engineers, and external consultants to ensure plans meet all municipal and environmental requirements.
- Provide insights into best practices for site development, infrastructure needs, and compliance workflows.

4. Government & Stakeholder Relations
- Serve as the primary point of contact for regulatory authorities, forging positive relationships to facilitate smoother communication and negotiations.
- Represent the company during regulatory hearings, inspections, and negotiations for development agreements.
- Coordinate with legal teams, external counsel, and industry experts to address any land-related or contractual issues.

5. Policy & Strategic Advice
- Offer guidance on policy planning and strategic development to executives, ensuring alignment with Qatar’s Vision 2030 and regional development priorities.
- Conduct regular risk assessments of regulatory changes and propose proactive solutions to mitigate compliance risks.

6. Documentation & Reporting
- Maintain comprehensive records of all approvals, correspondences, and documentation for future reference and audits.

**Qualifications**:

- Education: Bachelor’s degree in Urban Planning, Real Estate, Law, Engineering, or a related field. A master’s degree is an advantage.
- Experience:

- Minimum 5-7 years of experience in land use planning, permitting, or real estate regulatory affairs in the GCC region (Qatar experience strongly preferred).
- Demonstrated success in coordinating with government agencies and navigating local regulations.
- Skills:

- Strong knowledge of Qatar’s legal framework for real estate development and municipal processes.
- Excellent communication and negotiation skills.
- Ability to handle complex documentation and maintain clear records.

Pay: From QAR10,000.00 per month
