**الوصف**:
**الأهداف الوظيفية**:
تخطيط وتنظيم وإدارة العمل في إدارة المشتريات والعقود من خطط وأنظمة شراء مواد وخدمات، والبحث عن الموردين لتأمين حاجة المعهد من المواد والخدمات والأجهزة اللازمة بالمواصفات المطلوبة وفي الوقت المحدد وبالكميات المناسبة وبالسعر المناسب، ومتابعه جميع العمليات وفق سياسات وإجراءات واضحة ومحددة وخطط مدروسة، وتوثيق كافة العمليات المرتبطة، وتقييم العملاء والموردين وذلك بما يحقق الأهداف الاستراتيجية للمعهد.

**المسؤوليات الرئيسية**:

- صياغة الخطة السنوية والأهداف والاستراتيجيات ومتابعة نشاطات وأعمال إدارة المشتريات والعقود.
- وضع الخطط والبرامج لتوفير احتياجات المعهد، وإصدار سجل الموردين المعتمدين المُقيّمين من قبل الإدارة ومستخدمي الخدمات.
- تدريب وتوجيه الموظفين التابعين للإدارة ونقل خبرته في العمل إليهم وتطوير قدرات الفريق.
- إعداد وتنقيح السياسات والإجراءات ‏ الخاصة بالمشتريات والعقود.
- تقديم خطط واقتراحات لمعالجة التحديات التي تواجه الإدارة، بالإضافة إلى رفع التوصيات لتطوير أداء الإدارة، يشمل ذلك إدارة المخاطر وتحليلها، وتطوير خطط للتعامل معها.
- وضع الموازنات المناسبة لإدارة المشتريات والعقود حسب إمكانيات المعهد وبناء على دراسات مقدمة.
- رفع التقارير الدورية اللازمة حسب حجم العمل لبيان ما تم إنجازه وما تم تأجيله مع بيان المبررات اللازمة.
- البحث الدائم عن موردين محليين وخارجيين عبر كافة وسائل الاتصال المتاحة.
- تنفيذ أي مهام أخرى يكلف بها من قبل المدير التنفيذي للقطاع الإداري والمالي.
**المؤهلات والخبرات والمهارات**:
**المؤهل التعليمي:‏**
- درجة البكالوريوس في تخصص إدارة الأعمال أو في الإدارة العامة، أو إدارة العقود، أو إدارة المشتريات والسلاسل اللوجستية، أو تخصص ذو صلة، ويفضل أن يكون حاصلا على درجة الماجستير.
- دورات تدريبية في مجال إدارة المشتريات والعقود والمناقصات والمزايدات.
**الخبرات:‏**
- خبرة عملية لا تقل عن 10 سنوات ي مجال ذي صلة وفي مؤسسات وشركات رائدة وقيادية وذات سمعة طيبة.
- خبرة في إعداد الخطط التشغيلية.‏
- خبرة في إعداد السياسات ووضع الأهداف والاستراتيجيات ‏اللازمة.
**المهارات: ‏**
- مهارة التخطيط الاستراتيجي والتنفيذي الفعال.
- مهارة اتخاذ القرارات الاستراتيجية بناءً على التحليل والمعلومات المتاحة.
- مهارة الاتصال الفعال والتواصل الفعَّال مع الآخرين والقدرة على توصيل المعلومات بوضوح واحترافية.
- مهارة إدارة اللجان والاجتماعات وإدارة التفاوض والمفاوضات بمهارة عالية.
- مهارات متقدمة في القيادة والإدارة وإدارة الأفراد وتطوير فرق العمل لتحقيق الأداء الاستثنائي والنجاح المؤسسي.
