Job Summary:

The Explosive Operations Manager is a critical role at Amentum, responsible for overseeing the planning, scheduling, and execution of explosive operations. This includes managing War Reserve Material (WRM) live, inert, and dummy munitions, non-powered munitions support equipment, handling equipment, manning, and facility inspection requirements.

Main Responsibilities:

  • Lead the Munitions Department in developing and implementing routine and contingency plans, ensuring compliance with contractual responsibilities.
  • Collaborate with Section supervisors to oversee facilities, equipment, vehicle, and munitions resource status, capabilities, and limitations that impact mission accomplishment.
  • Communicate effectively with the Munitions Superintendent, providing timely updates on problems and limiting factors.
  • Manage the awaiting maintenance (AWM), awaiting parts (AWP), and TCTO programs, ensuring seamless coordination with munitions accountability and maintenance supply liaison.
  • Participate in weekly scheduling meetings to review AWM/AWP and TCTO programs, identifying areas for improvement and implementing corrective actions.
  • Schedule and coordinate with munitions accountability and maintenance supply liaison on all TCTO requirements, ensuring efficient execution.
  • Represent the site at TCTO planning and reconciliation meetings for munitions assets and equipment, promoting effective collaboration and information sharing.
  • Analyze data to prepare consolidated yearly, quarterly, monthly munitions maintenance and inspection forecasts and weekly munitions maintenance and inspection schedules.
  • Develop and maintain the delayed discrepancy file (AWM/AWP) on munitions items and equipment, ensuring accurate records and facilitating prompt resolution of discrepancies.
  • Collaborate with Munitions Accountability Section to track the status of actions taken for approved ADRs and scheduled dates of disposal/shipment.
  • Compile data for recurring reports and submit them to the Munitions Superintendent, fostering transparency and informed decision-making.
  • Engage with the AEW Munitions Flight at monthly, weekly, and other scheduling meetings, incorporating required support in the department's workload planning schedule.
  • Work flexible hours, including stand-by duties, to support mission requirements during peacetime and combat contingencies.
  • Evaluate demands when received and prioritize support of the AEW AMMO Flight (AF), communicating effectively with the Munitions Superintendent in case of scheduling conflicts.
  • Foster open communication and coordination with AEW AF, promoting collaborative problem-solving and mutual understanding.
  • Enter data into TICMS/MC2 and ensure documents are routed according to document flow procedures.
  • Manage keys and locks according to AFMAN 21-200 for control of munitions structure keys.
  • Maintain and use Emergency Action Check sheets, including war/contingency plan execution notification, crash, fire, severe weather, and explosive mishaps.
  • Monitor work progress of explosive operations, maintaining status of the workforce.
  • Notify supporting activities before initiating hazardous operations or evacuation/fire drills.
  • Inform the Fire Department of any hazard class division 1.1 explosives movements outside the MSA or changes in magazine contents affecting fire symbols or hazard symbols and document notification.
  • Manage MSA Owner/User responsibilities outlined in DAFI 31-101.
  • Perform entry-controller duties as needed.
  • Perform other duties as assigned.
  • Work in a normal office and maintenance shop or warehouse environment, potentially requiring extended outdoor work periods.
