Job Overview

We are seeking an experienced Senior Project Manager to lead and deliver complex projects across business, technical, procurement, and finance teams. This role requires strong knowledge of Qatar's procurement laws and government processes, proven leadership skills, and the ability to manage projects end-to-end—from planning and procurement through delivery and closure. Bilingual proficiency in Arabic and English is required.

Key Responsibilities

The Project Manager will lead coordination across business, technical, procurement, and finance stakeholders to ensure projects are delivered on time, within scope, and within budget. Responsibilities include gathering and documenting detailed business and technical requirements, preparing core project documentation such as business cases, scopes, schedules, and timelines, and managing project plans and resources throughout the project lifecycle.

The role involves developing Requests for Proposal (RFPs) with clear specifications and evaluation criteria, ensuring all procurement activities comply with Qatar's procurement regulations and practices. You will work closely with finance teams to define budgets, monitor spending, and ensure financial controls are maintained. The Project Manager will support technical teams during design, development, testing, and implementation phases.

You will proactively identify risks, issues, and dependencies, implement mitigation strategies, and track changes and decisions throughout the project lifecycle. Regular stakeholder meetings, clear communication, and accurate status reporting are essential responsibilities, along with providing final project summaries and closure documentation, including lessons learned.

The role also includes monitoring vendor performance to ensure contractual compliance and timely delivery, verifying that project outcomes meet business and quality standards, and ensuring adherence to all applicable local regulations and policies. Effective use of project management tools such as Microsoft Project, Jira, or similar platforms is required.

Qualifications & Experience

A Bachelor's degree in Project Management, Business, IT, or a related field is required (a Master's degree is a plus). Candidates must have a minimum of 7 years of relevant project management experience and hold an active PMP (Project Management Professional) certification, which is mandatory.

Strong knowledge of Qatar's procurement laws, government procedures, and regulatory environment is essential. The ideal candidate demonstrates excellent leadership, coordination, and communication skills, with a proven ability to manage complex projects under pressure and handle multiple priorities effectively.

Language Requirement

Bilingual proficiency in Arabic and English (reading and writing) is required.
