The BritishEmbassy in Doha is part of a worldwide network that representspolitical economic security and consular interests overseas. We arelooking for a Market Access and Trade PolicyOfficer job grade Higher ExecutiveOfficer (HEO).

The jobholder will lead tradepolicy and market access work in support of the UKs prosperityagenda. This is an excellent opportunity for a dynamic energeticand highly motivated individual to play a key and impactful role inthe Embassys Department for Business & Trade (DBT)team.

Duties and responsibilities:

This position is embedded within theUK Department for Business and Trade (DBT)s Qatar country teamworking across the Post and region working in the followingareas:

  • To use research and analysisskills including building an effective network of local contacts tounderstand where UK companies may face market access or otherchallenges in the Qatar market and the tools including cooperationon regulatory best practice and UK standards which may be used toaddress these.
  • The jobholder will need toengage businesses and other stakeholders while working closely withcolleagues across the DBT network (such as analytical and policycolleagues in London) to prioritise these barriers based on theireconomic value resolvability and strategic importance to theUK.
  • To work with Qatar government departmentsand other public sector bodies and their UK counterparts on allaspects of market access and trade policy. As required helpfacilitate formal governmenttogovernment (G2G) agreements andarrangements to address challenges and realise opportunities. Thismeans leading on delivering annual UKQatar Joint Trade EconomicCommittee (JETCO) meetings.
  • Work closely withtrade promotion colleagues to ensure businesses are aware ofincreased market access and are able to take advantage of anychanges.
  • To produce succinct reports andbriefing including for senior staff at the Embassy visitingministers and officials and UK government departments relating tothese issues.
  • To help arrange UKQatar visitsin both directions in support of the above activities. To maintainoversight of the Posts project and programme expenditure in supportof these activities including acting as project manager as requiredfor specific projects.
  • To work with colleaguesin other Posts in the GCC and with teams in DBTs UK headquarters toprogress the UKs trade policy agenda in the region sharingknowledge and best practice and cooperating where required onspecific projects. This includes acting as lead at Post incontributing to the UKGCC Free TradeAgreement.
  • The jobholder will also be requiredto take on corporate activity across the Post including undertakingtraining for an assigned crisis response role and contributing withall other members of staff to making the Embassy a great place towork.

Resourcesmanaged (staff and expenditure):

Expectation of some budget management experienceto prepare bids for expenditure and manage the budget requirementsfor events conferences and personal travel within strict financialand accounting policies.

Essential qualifications skills and experience
  • Theideal candidate is likely to have held a position with significantresponsibility in either the public or private sector in the UK orQatar.
  • Excellent communication skills inEnglish both verbal and written. Able to express ideas and messagesclearly and concisely and ability to write to a high standard for awide range of audiences.

  • Existingknowledge of the UK or Qatar economy and ideally both withdemonstrated ability to rapidly master a wide range of economic andtrade issues.
  • Knowledge of Arabic is desirablebut not essential.
  • Project managementexperience.

Eligibility:

Applicants must already reside in Qatar and hold the right to liveand work there including those either under spouse sponsorship orbe able to transfer an existing sponsorship to the British Embassy.If sponsorship transfer is required all sponsorship incurred feesshall be borne by the successful applicant. The Embassy cannotguarantee how much cost or time it may take for the process tocomplete.

Working Hours andRemuneration:

The British Embassyoffers a competitive remuneration package including nonnegotiablesalary of QR 24998 per calendar month andtransportation allowance of QR 800 per calendarmonth paid in arrears. No accommodation and relocation expenses arepayable in connection with thisposition.

This position is for afulltime employment on a fixedterm basis for two (2) years subjectto six (6) months probationary period.

Conditioned working hours is 38 hours per week. Embassy workinghours are 7:30 a.m. to 3:30 p.m. from Sundays to Wednesdays and7:30 a.m. to 1:30 p.m. on Thursdays. Due to the nature of the worksome out of hours work including evenings and weekends may berequired from time to time to support events conferences and otherbusiness engagement.

Travel to the UK and withinthe Gulf region (and possibly further afield) may be required forbusiness events training and logisticalpurposes.

The Embassy supports flexible workingincluding working from home for some part of the working week andis committed to helping its staff maintain a healthy work lifebalance.

The Embassy has an active ContinuousProfessional Development Committee and the whole of Post iscommitted to providing the time and resources for staff to developprofessionally. The 70/20/10 learning and development model isapplied flexibility with both internal and formal opportunitiesreadily available. In addition DBT provides opportunity formanagement and leadership training and sector specific developingskills & knowledge training to increase understanding ofthe UK market. There will likely be an expectation of undertakingtraining specific to crisis response / management thisyear.

The successful candidate will need tocommence security clearance procedures through the Embassy and willbe required to have or obtain the appropriate security clearancebefore employment commences and maintain this clearance throughoutthe period ofemployment.
