**_ Context:_**

IOM’s operations in Qatar cover diverse thematic areas such as: Humanitarian Relief
Assistance, Protection (including Gender Based Violence and Child Protection), Shelter and
Non-food Items, Health and Psychosocial Support, Resettlement, and Movement Management.

Under the overall supervision of the Senior Protection Coordinator, the direct supervision of the
Protection Coordinator, and in collaboration with relevant teams onsite, the Protection Officer
(Gender-Based Violence) will be responsible and accountable for the following:
**_ Core Functions / Responsibilities:_**

1. Provide technical, administrative, and logístical support to the Protection Coordinator in

relation to general coordination and prioritization of Gender Based Violence (GBV) related
activities across the three pillars of IOM’s work in addressing GBV (i.e., GBV Risk Mitigation
Support to Survivors and Addressing root causes as is applicable to the context).

2. Supervise a protection field team composed of case workers and community mobilizers
specialized in GBV and organize the GBV’s team’s work. Provide technical support for the
development of GBV response programming, specifically GBV case management components,
in line with IOM Gender-Based Violence in Crises (GBVIC) framework and interagency GBV
standards and supervise the activities of caseworkers and their supervisors to ensure quality of
service.

3. Coordinate and participate in efforts on addressing root causes of GBV, especially gender
inequality, by facilitating the design of quality interventions around women’s empowerment
alongside other efforts that will support prevention of GBV.

4. Coordinate closely with Protection Officers and teams specialized in General Protection and
Child Protection, as well as Mental Health and Psychosocial Support (MHPSS) and other teams
within the Assistance Programme (AP) and partners to support the implementation of functional
referral pathways, and implement GBV mainstreaming activities with IOM teams, partners, and
other relevant stakeholders. Coordinate AP teams in the identification of GBV risks through
various methodologies such as safety audits and ensure the recommendations on GBV risk
mitigation are shared and followed-up appropriately.

5. Liaise with relevant stakeholders and counterparts on protection/GBV matters, in close
coordination with the supervisor.

6. Identify gaps and challenges in the implementation of protection activities, including
protection mainstreaming, GBV risk mitigation, as well as GBV specialized activities, and
recommend possible solutions to the Protection Coordinator.

7. Contribute to the development and implementation of GBV strategies and work-plan; support
GBV needs assessments and safety audits, produce, share and discuss reports and
recommendations from findings with Protection team and AP management.

8. Support analysis of the achievements of GBV activities and organize monitoring activities to
identify technical quality of services, evaluate gaps in performance of team and recommend
amendments/adjustments to the work plan accordingly.

9. Monitor GBV-related outcomes and safety audits and provide technical inputs for the
development of effective beneficiary feedback and complaints mechanisms.

10. Provide technical inputs to contribute to the development of protection/GBV Standard
Operating Procedures (SOPs), reports within the frames given by data protection, and
monitoring tools (such as from reporting templates, SOPs, and relevant referral pathways, etc.)
in line with global and IOM and global standards on GBV programming, with the aim to ensure
the integrity and the quality of the specialized programming.
