**_ Context:_**

IOM’s operations in Qatar cover diverse thematic areas such as: Humanitarian Relief
Assistance, Protection (including Gender based Violence and Child Protection), Shelter and
Non-food items, Health and Psychosocial Support, Resettlement, and Movement Management.

Under the overall supervision of the Senior Protection Coordinator, the direct supervision of the
Protection Coordinator, and in collaboration with relevant teams onsite, the Protection Officer
will be responsible and accountable for the following:
**_ Core Functions / Responsibilities:_**

1. Provide technical, administrative and logístical support to the Protection Coordinator in

relation to general coordination and prioritization of protection activities across the areas of
protection mainstreaming, casework, and community based protection.

2. Supervise a protection field team composed of protection assistants specialized in general
protection, case management, and community-based protection, and organize the protection
team’s work. Facilitate the implementation of protection case management, protection
information services such as helpdesks and protection inbound teams, and community based
protection activities and check that they are in line with global and IOM respective standards in
protection. These tasks should be coordinated closely with the other Protection specialized
colleagues, such as Child Protection (CP) and Gender Based Violence (GBV), under the
supervision of the Protection Coordinator.

3. Monitor protection inbound teams conducting initial vulnerability screening and ensure
appropriate follow-up and case management services are provided as needed.

4. Coordinate closely with Protection Officers and teams specialized in GBV and Child
Protection, as well as with Mental Health and Psychosocial Support (MHPSS) and other teams
within the Assistance Programme (AP) and partners to support the implementation of functional
referral pathways, and conduct regular protection mainstreaming assessments and safety
audits.

5. Channel up to the Protection Coordinator any protection risks and trends observed through
the implementation of the protection activities as well as any bottlenecks related to efficiency,
timeliness of safe and ethical referrals and provision of assistance and services.

6. Identify gaps and challenges in the implementation of protection activities, including
protection mainstreaming, case work and community-based protection, organize trainings
and/or implement risk mitigation measures in close coordination with the Protection Coordinator.

7. Provide technical inputs to contribute to the development of protection reports and monitoring
tools (such as reporting templates, Standard Operating Procedures (SOPs), etc.) in line with
data protection and data responsibility, as well as Protection information managements
standards.

8. Provide technical and process support for the establishment and functioning of Protection
Information Management (PIM) system and regular records updating, and for the setup of
protection helpdesks and the implementation of protection information services to the
population.

9. Facilitate the mainstreaming of protection, Prevention of Sexual Exploitation and Abuse
(PSEA), child safeguarding and Accountability to Affected Populations (AAP) mechanisms in
protection activities.

10. Evaluate and document training needs within the protection team as well as across AP in
close coordination with Protection Officers specialized on GBV and Child Protection, and
organize or conduct training sessions on protection matters (including case management,
community-based protection, protection mainstreaming, safe and ethical referrals pathways,
data protection, and gender-based violence (GBV) risk mitigation
