**_ Context:_**

IOM’s operations in Qatar cover diverse thematic areas such as: Humanitarian Relief
Assistance, Protection (including Gender based Violence and Child Protection), Shelter and
Non-food items, Health and Psychosocial Support, Resettlement, and Movement Management.

Under the overall supervision of the Senior Protection Coordinator, the direct supervision of the
Protection Coordinator, and in collaboration with relevant teams onsite, the Protection Officer
(Child Protection) will be responsible and accountable for the following:
**_ Core Functions / Responsibilities:_**

1. In close coordination with the Protection Coordinator, provide technical, administrative and

logístical support for the management of child protection case management, namely Best
Interests of the child Procedure (Best Interests of the child Procedure (BIP), which is composed
of Best Interest Assessment (BIA) and Best Interest Determination (BID)), including the
prioritization and assignment of cases, functional identification and referral pathways, and
organizing case conferences.

2. Act as a Best Interests of the child Procedure (BIP) coordinator and reviewer in close
coordination with the global BIP Coordinator based in Washington, D.C., helping to ensure the
quality of the BID and BIDs, and the integrity of the whole BIP and provide caseworkers with
ongoing technical guidance and information with regards to risks on children, in line with global
standards on BIP and Child Protection and Unaccompanied and Separated Children (UASC).

3. Supervise and train a child protection field team composed of case workers specialized in
child protection and Best Interests of the child Procedure (BIP), and organize the child
protection team’s work.

4. Coordinate closely with other protection Area of Responsibilities (AoRs) including General
Protection (GP) and Gender
- Based Violence (GBV), as well as other teams within the
Assisstance Programme (AP) and partners to support the implementation of functional
identification and referral pathways in Camp As Sayliyah (CAS), as well as child participatory
mechanisms, and facilitate the mainstreaming of Child Protection (CP) within broader protection
mainstreaming.

5. Participate in the development and implementation of a comprehensive child protection
strategy in CAS, including monitoring the operation and activities of the Child Friendly Space
(CFS), to support the provision of age friendly processes and a safe and supportive environment
for children, in close coordination with the Protection Coordinator and MHPSS team.

6. Facilitate the integration of child safeguarding principles, trainings and measures throughout
the operation, in support of or in close liaison with the CAS Protection from Sexual Exploitation
and Abuse (PSEA) officer.

7. Organize and conduct child rights awareness sessions for children, staff, and the wider camp
community.

8. Provide technical inputs to contribute to the development of child protection and BIP Standard
Operationg Procedures (SOPs), reports within the frames given by data protection, and
monitoring tools (such as reporting templates, SOPs and relevant referral pathways, etc.) in line
with global and IOM standards on child protection and BIP, with the aim to ensure the integrity
and the quality of the specialized programming.

9. Liaise with relevant stakeholders and counterparts on child protection, as directed by
interagency and IOM minimum standards for Child Protection, and in close coordination with
supervisor.

10. Work closely with camp authorities and within relevant legal frameworks to help ensure
proper birth registration for all newborns in the camp.
