Job Summary

Asterix Communications seeks a highly skilled Senior Commercial Manager to join our team. Additionally, the role will involve assisting in key tasks for other Corporate Real Estate functions, including quantity surveying and project management for CRE projects.


Key Responsibilities
  1. Due Diligence and Risk Analysis:
    1. Analyze and verify proposals, feasibility studies submitted by applicant Borrowers requesting real estate and contractor finance;
    2. Verify the performance, skills, and capabilities of contractors and consultants proposed to carry out projects to be financed by the Bank.
    3. Review contract agreements and loan documents to ensure the Bank's interests are protected.
    4. For real estate finance, ensure the award process of the Main Contractor is conducted in accordance with industry standards and contract includes standard provisions.
    5. Review the reasonableness of cash flow submitted for project finance and the LC's breakdown and other requirements.
  2. Interim Reporting and Monitoring:
    1. Monitor ongoing projects by periodic visits, preparation of interim reports, and verification of disbursements of payments to Borrowers related to projects.
    2. Attend site meetings with Borrowers, contractors, and members of the professional team and review meeting minutes.
    3. Review external consultants' interim reports and prepare in-house summaries.
  3. Loan Facility Draw-down Process:
    1. For real estate finance, check statutory approval status and any obstacles to commence works or progress at a later stage before releasing advance payments.
    2. In conjunction with the latest interim report and current project status, assess draw-down requests and highlight risks, compliance of documentation, and prepare recommendations for draw-down memo signature by the Head of Financed Projects.
    3. Maintain accurate records and draw-down schedules for each project and obtain current loan limits.
    4. Advise RM's on recovery strategies for facility exposure and maintain accurate records for receivables to maintain coverage ratios.
  4. Project Closure and Case Studies:
    Following project completion and closure of all outstanding issues, prepare project case studies mentioning key risks encountered, cost analysis, and critical review of project success and failures.
  5. Monthly Reporting and Presentations:
    Prepare monthly presentation slides for monitored projects.
  6. Tender Process and External Consultant Management:
    Carry out tender processes for the appointment of external consultants and manage their appointment and commission.
  7. RERU Cost Database Management:
    Take over the RERU Cost Database, implement changes, and develop further for beneficial use.
  8. Audit Compliance and Management:
    Assist with the implementation of audit compliance and manage the audit process in conjunction with the Head of Financed Projects.
  9. Quantity Surveying and Commercial Support:
    Provide ad-hoc quantity surveying, commercial, and project management support to the CRE Projects department for the Bank's own development projects on an as required basis.
Key Competencies

Quantity surveying and commercial management best practices with a sound understanding of construction contracts and contract administration procedures. Ability to work in a fast-paced environment to independently produce consistent quality deliverables that demonstrate comprehensive understanding of construction risks and analytical thought.

Required Qualifications

Qualifications: Bachelor of Science/Engineering and professional grade membership MRICS

Experience: 10 to 15 years technical construction; Required Experience: Well-versed in real estate and construction finance transactions and technical risk analysis. Good knowledge of MS Word and Advanced MS Excel required.
