### Job Description: Operations Manager - Steel Fabrication (Oil & Gas Sector) - Qatar

### *Position Overview:*

We are seeking an experienced and highly skilled *Operations Manager* for a steel fabrication facility specializing in the *oil and gas sector* in Qatar. The Operations Manager will be responsible for overseeing and optimizing the day-to-day operations of the fabrication plant, ensuring the highest standards of quality, safety, and efficiency for large-scale oil and gas projects. This role requires a strong understanding of steel fabrication processes, project management, and the specific needs and regulations of the oil and gas industry.

### *Key Responsibilities:*

1. *Operations Oversight:*
- Lead and manage the daily operations of the steel fabrication facility, ensuring all production targets are met in line with safety, quality, and budgetary requirements.
- Oversee fabrication processes, including welding, cutting, and assembly, to meet the specific needs of the oil and gas industry (e.g., offshore structures, pipelines, pressure vessels, structural steel, etc.).
- Ensure operational procedures are efficient and meet all regulatory and client specifications.

2. *Project Management:*
- Collaborate with project managers, engineers, and clients to understand project requirements, timelines, and deliverables, ensuring seamless execution from start to finish.
- Manage fabrication schedules to ensure projects are delivered on time, within budget, and in compliance with quality and safety standards.
- Monitor the progress of ongoing projects and resolve any issues related to production delays, quality concerns, or resource shortages.

3. *Team Leadership and Development:*
- Supervise a team of skilled workers, including welders, fabricators, engineers, and support staff, ensuring high performance and safety standards.
- Foster a culture of continuous improvement, teamwork, and high-quality output.
- Provide training and development opportunities for team members to enhance skills and expertise, particularly in the latest fabrication techniques and safety protocols.

4. *Quality Assurance & Control:*
- Ensure all fabricated components meet the stringent quality standards required for the oil and gas industry, including compliance with international codes and standards (e.g., ASME, API, ISO).
- Conduct regular quality inspections, audits, and reviews to identify areas for improvement and resolve non-conformance issues promptly.
- Maintain and enforce strict adherence to quality management systems (QMS) and industry-specific standards (e.g., NDT, welding procedures, pressure testing).

5. *Health, Safety, and Environmental Compliance:*
- Lead and enforce all safety protocols to ensure a safe working environment in compliance with OSHA, local regulations, and client safety requirements.
- Conduct safety audits, risk assessments, and incident investigations, implementing corrective actions as needed.
- Ensure compliance with environmental regulations and sustainability practices in fabrication operations.

6. *Supply Chain & Inventory Management:*
- Oversee procurement and logistics for raw materials, components, and equipment necessary for fabrication projects, ensuring timely and cost-effective sourcing.
- Manage inventory levels to prevent shortages and optimize resource utilization.
- Maintain relationships with key suppliers and subcontractors to ensure the timely delivery of materials and services.

7. *Cost Management and Budgeting:*
- Develop and manage the operations budget, ensuring effective allocation of resources and cost control.
- Monitor production costs, implement cost-saving initiatives, and ensure cost efficiency while maintaining quality.
- Prepare financial reports and KPIs related to operational performance for senior management.

8. *Client Interaction & Stakeholder Communication:*
- Maintain regular communication with clients, project managers, and stakeholders to provide updates on progress, address concerns, and ensure satisfaction.
- Work closely with sales and business development teams to understand project scopes and provide input into new project bids or proposals.
- Represent the company at client meetings, site visits, and industry events when necessary.

9. *Continuous Improvement:*
- Identify opportunities for process optimization, efficiency improvements, and innovation in fabrication practices.
- Implement lean manufacturing techniques and best practices to reduce waste and improve productivity.
- Stay updated with the latest industry trends, technologies, and advancements in steel fabrication, particularly in the oil and gas sector.

### *Key Requirements:*
- *Education:* Bachelor's degree in Mechanical Engineering, Metallurgical Engineering, Industrial Engineering, or a related field. A Master's degree or additional certifications in operations management or project management is a plus.
