Primary purpose ofjob
This position requires an experiencedtechnical engineer to be able to maintain and support medium tolarge systems

related to Industrial Cities inthe Energy sector. This position also requires end user managementbusiness analysis

contract and vendormanagement. The engineer will be responsible for systems supporthe/she must ensure the

system/solutionscontinues to work with no issue as to not hinder businesscontinuity.

PositionResponsibilities:

  • Leads and managessimultaneously multiple medium and large size IT projects/programsto acquire or improve IT systems
with adelineated scope of work to be executed within a finite time framein a medium to high complexity context in

IndustrialCities in the Energy sector.

  • ProvideIT systems/solutions maintenance and support by monitoring thesystems/solutions technical and contractual
status and make sure of the solutions/systems business continuitytechnically and contractually.
  • Handles andresponsible for all aspects of projects and Contract activitiesincluding tender and contracts execution from
tender preparation issuance bidding and evaluation to establishmentof contract award for the purchase implementation

maintenance upgrade support and associated services of softwaregoing through mobilization of contractors team until
thecompletion and handover of the procured system through coordinationwith vendors users and other ICT Divisions

toward its completion within budget within approved timelines andaccording to established/defined quality criterionsand

standards.

  • Reviews analyzes andevaluates user requirements and prepares feasibility/business casereports and technical
requirements documentsfor ICT and enduser Management approvals and authorization to makesure that IT projects are deliveredaccording to QatarEnergys business needs and approved budget.
  • Compile detailed Scope of Work inaccordance with established Contracts and ICT departments policiesand procedures
develop a detailed projectplan and execution and track progress/plans changes risks budgetassurance and change

management arrangementsto ensure that all project requirements are adequatelydocumented.

  • Designs tender technicalevaluation criteria uses a project team to evaluate bids andrecommends solutions to ensure
maximumproductivity benefits and cost savings to QatarEnergy.
  • Responsible and manages the installation usertraining commissioning IT purchased systems andpostimplementation
reviews by monitoring theusage of the delivered systems through coordination with vendorsusers and other ICT Divisions

to ensure properimplementation and that they are being usedeffectively.

  • Establish involve andmaintain relationship with the client all stakeholders and SeniorManagement / Steering
Committee on managingthe assigned projects/programs; report and escalate to managementas needed communications

with present and futurestakeholders coordinate internal resources and 3rd parties/vendorsfor the flawless execution of the

projects/programs.

  • Participates inpreparing the Section annual budget and projects plan in line withQatarEnergy financial policies and
proceduresby Identifying IT projects requirements from customers in order todeliver systems in the most costeffective

manner

  • Acts as on the JobTrainer/Coach for Qatari Associates and mentors junior projectmanagers through both formal and
informalchannels.

Experience &Skills
A minimum of 6 years of experience intechnical support project delivery and system administration isrequired along with
the ability to demonstrate skillssuch as analytical thinking methodical problemsolving and anopenminded approach to

learning and utilizingnew business technology.

  • Extensiveknowledge of organizational procedures and policies with asteadfast commitment to strict compliance.
Additionally possessing an excellent understanding of thedistinctive business requirements and processes specific to

Industrial Cities.

  • Expertisein providing proficient support for ICT applications utilized inindustrial cities within the Energy sectorspecifically
in the Oil & Gasindustry such as:

oSecurity Permit to Worksystem.

oEmergency ManagementSystems.

oVessels tracking and ports managementsystems.

  • Knowledge in systemadministration application management and support and fundamentaldatabase management skill is
required.
  • Demonstrated expertise in executing systemupgrade and migration activities with a strong emphasis onminimizing
disruptions to business operationsdata integrity and security.
  • Proven expertisein supporting and implementing specialized Oil & GasIndustrial Cities particularly those are crucialfor
operations supply chains maintenance andprocess optimization and improvements.
  • Proficient in conducting business requirementsanalysis effectively translating business needs intofunctional
requirements and skillfullydeveloping solution architecture High Level Design andblueprinting.
  • Demonstrated track record inprocurement contracting and tendering RFP/RFQ development scopingevaluation budget
estimation vendornegotiations and contract management experience.
  • Demonstrated experience in successfullymanaging mediumsized largescale and mega IT projects fromconception to
design management execution andtimely delivery all while strictly adhering to budgetaryrestrictions.
  • Demonstrated ability toeffectively manage and communicate with a multicultural andmultinational workforce.
  • Possessing knowledgeof cybersecurity principles vulnerabilities and effective threatmanagement
  • Demonstrated track record inexecuting Vulnerability Management Patch Management System UpgradeSecurity
controls Security Findings etc.
  • Stay uptodate with industry trends emergingtechnologies and cloud migration best practices within the Oil& Gas
sector.
  • Experienced in conducting assessments ofcurrent applications infrastructure and dependencies allowing forthe

determinationof feasibility and migration strategies to cloudenvironments.

Education
Holds a Bachelors degree in ComputerScience Computer Engineering or a related field in Engineering orBusiness.
  • Technical certifications inareas such as Cloud enterprise architecture ITIL etc. ispreferred.
  • Possession of a Project ManagementProfessional (PMP) certification or equivalent ispreferred
