Doha, Qatar IOM Internationale Organisation für Migration Full time

**Context**:
Under the overall supervision of the Chief of Mission (CoM), direct supervision of the Senior

Resource Management Officer (SRMO) of IOM Qatar, and the technical supervision of the

Regional Information Technology Officer in Cairo and close coordination with relevant staff the

Information Technology and Communications (ICT) operations and support to CAS office and

Country Office (CO) in Qatar.

**Core Functions / Responsibilities**:
1. Lead, manage and coordinate the activities of the Information management and Technology

Unit (IMT) in the mission, ensuring that all requests are addressed timely and accurately, with

an efficient allocation of resources, and that all operations are following IOM ICT Standards and

in line with ICT strategy. Ensure continuous engagement and liaison with mission management,

heads of department, and field operations, for the adequate and timely provision of Information

Management and Technologies solutions and services to satisfy operational needs.

2. Liaise all technical-related issues with counterparts such as Governmental, donors, United

Nations Agencies, NGOs, ICT service providers, and Vendors for coordinated and adequate

provision of ICT services, Technologies, and supplies. Actively participate in the ICT Working

Group in Qatar representing the mission in discussions and initiatives.

3. Organize, train, and equip the IT team to effectively respond to information security incidents

on time, and escalated to the necessary specialist teams when needed for immediate

corrective/remedial actions

4. Ensure all information security requirements stipulated by donor agencies are implemented in

all relevant units and departments ensuring alignment with relevant IOM ICT controls,

instructions, standards, and frameworks.

5. Prepare mission ICT Business Continuity Plan, Disaster Recovery Plans and ICT Risk record

for mission ICT related services. Manage and monitor completion and accuracy of services

backup plans and redundancy in line with IOM ICT standard and ensure that ICT SOP, Frame

Work are in place.

6. Liaise with USRAP ICT officer in Washington, NIST Certification Officer in Jordan, and IOM

Info Security to ensure NIST compliance standards are met for all RSC operations, provide

required information to the NIST team ensure that proper ICT documentation exists for the

requirements, modify ICT procedures to comply with the audit and updated controls in Qatar.

7. Provide advice and options to mission management to optimize and improve IT Infrastructure

to ensure the efficient functioning of mission operations.

8. Revise, develop and ensure all technical specifications for the provision of ICT-related

equipment services are in line with ICT standards and policies.

9. Develop and manage the provision of training to ICT officers in the Mission and ensure

up-to-date and integrated ICT services in the mission.

10. Perform such other duties as may be assigned.

**Required Qualifications and Experience**:
Education
- Master’s degree in Computer Engineering, Computer Science, Information Management,

Information Technology, or a related field from an accredited academic institution with five years

of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
- Certificate in any of the following: Cisco Certified Network Associates (CCNA), Microsoft Azure

certifications, Microsoft Certified System Administrator (MCSA), Microsoft Certified Database

Administrator (MCDBA), Microsoft Certified System Engineer (MCSE), is a distinct advantage.
- A certificate in project management (PMP or Prince2) and\or IT service management (ITIL) is a

distinct advantage.

Experience
- Experience in overseeing and management of the implementation and administration of

Microsoft Windows and Serverless networks environment (LAN/WAN) and first-level

network/desktop support in a large international organization is required;
- Experience in supervisory role and management of ICT functions in an international

organization or an international agency in a field location; supporting emergency,

complex/post-conflict missions;
- Progressively responsible experience in planning, design, development, implementation, and

maintenance of computer information systems;
- Knowledge and demonstrated experience in database information systems and data

processing tools. Knowledge of web-based development and other development tools and

reporting, including future projections on the potentials of current and new technologies;

- Experience providing policy advice to senior managers on systems development in a changing

planned for future needs and other related issues.
