Senior Workforce Coordinator

Co-ordinate the preparation and review of the entity Manpower plan and of its successive revisions and to oversee the constant monitoring as well as to record status,
- The job holder will take in charge, provide support, or give input to the development of organizational documents like the Manpower Plan, Job Descriptions, Organization Charts, Plans and various procedures, presentations... related to Manpower,
- In-Charge of providing monthly Manpower Plan vs Actual updates for Cost Control and E&C Reporting,
- In-Charge of creating and maintaining E&C Projects Organization Chart & Manpower Data base files, Department wise (As per approved Budget) and Project wise (As per each project LOP),
- To support Lead, Project Services in the presentation and Manpower budget performance, as required,
- Preparation of Company/EC TAS personnel Training Matrix for management approval and supervision of all presentations related to inductions and trainings, for follow-up of E&C training requirements and management of training providers,
- Responsible for mobilization and demobilization of Project Personnel.
- Ensure that all manpower mobilization and demobilization process and arrangements are well managed in a timely manner and in compliance with rules and policies,
- Ensure that relocations and missions arrangements to various project work locations are managed properly and timely and maintain Mission Register for Cost and Invoice approvals,
- Ensure that logistics arrangements for offshore visits/rotation are timely arranged,
- Ensure the communication is effective with all other entities especially with HR, C&P, GS & IT.
- Ensure strategic governance is set to mobilization of all project resources and associated matters within project schedules and budgetary requirements.

Organize / co-ordinate the general staffing arrangements of the Engineering & Construction (EC) entity as follows:
For Technical Assistance Contract: Mobilization of TAS
- Prepare yearly Manpower headcount for budgeting purposes as per the requirements of each project LOP,
- To liaise with Project/Team Managers to establish their requirements and timing for contracted technical assistance,
- Ensure E&C Organization Chart is up to date; both Department wise (As per approved Budget) and Project wise (As per each project LOP),
- Ensure all Job Descriptions provided by Managers are as per approved E&C Budgeted Headcount position,
- Initiate TAS recruitment process with C&P,
- To submit relevant proposals to relevant Managers and arrange interviews through C&P as required,
- Coordinate for mobilization (and later demobilization) of personnel with Project/Team Managers, HR and C&P including preparation/submission/follow up of MRF and TAS CFT and SAP requests,
- To coordinate all initial mobilization and final demobilization activities including arrangement with General Services, IT and Human Resources Department,
- Liaise with the agencies for mobilization and relocations of TAS personnel to the location(s), he is assigned to,
- Manage the personnel administration database and provide regular reporting to management on personnel mobilizations / demobilizations / relocations, etc. Workforce Contract Management
- Ensure all E&C Personnel are provided with Department Induction and necessary trainings,
- Plan, in conjunction with Project/Team Managers, the movements/Relocation of personnel between locations,
- Liaise with agencies and HR (for Direct Hire and Secondees) and ensure the practical aspects are in place on location (e.g., accommodation / schooling / administrative aspects - visa etc.),
- Liaise with Lead Project Services to address any issues with TAS services arrangement as required
- Ensure all obligations of E&C personnel are respected.
**What you need to bring**
- Qualification: Bachelor’s degree or equivalent
- Minimum 10 Years in Oil & Gas Industry,
- Minimum 5 Years’ experience in Project manpower coordination,
- Good communication skills,
- Ability to work on projects in a complex and multicultural environment,
- Language: Fluent English.
