About The Role

Support the Cargo leadership team by leading, managing and developing the Safety function across the QAS Cargo Campus, ensuring on-target performance KPIs are met through service reliability, governance and direction to short and mid-term operational improvement projects and initiatives. Responsible for quality, compliance and implementation of the safety management system in line with Qatar Airways Corporate Safety Group's policies, CAA directives, IATA and other industry best practices to achieve a world-leading, safe working operational environment for QAS Cargo.

Accountabilities

  1. Develop, lead and continuously improve a just safety culture across the QAS Cargo Campus including a sustainable reporting structure which includes feedback and actions to drive transparency and honesty in line with the QR Group Company values. Develop and implement safety promotional campaigns, safety committees with the workforce, and a behavioral safety program.
  2. Develop occupational and operational safety objectives and implement processes aligned with corporate and divisional goals to promote a safe operation.
  3. Develop occupational and operational safety performance indicators aligned with corporate and divisional goals to measure the effectiveness of the safety program.
  4. Provide guidance on physical changes to the operation including tools, equipment, and infrastructure from the outset of projects to ensure safety risk identification and mitigation.
  5. Liaise with the Cargo leadership team to design, define and communicate expectations and frameworks to enhance safety performance standards across the operation.
  6. Implement and maintain the Safety Management System in accordance with IATA requirements and corporate policies to facilitate a safe operation.
  7. Drive the implementation of company safety processes, procedures and specifications to meet international, national, QR Group and Hamad International Airport standards.
  8. Direct safety decision-making processes; ensuring consistency with QR and QAS Cargo corporate objectives to maintain operational effectiveness.
  9. Ensure emergency response plan is implemented, staff adequately trained and on-site response is developed in line with QR Group and HIA stakeholders expectations.
  10. Develop and maintain a risk management program and company safety risk register ensuring risk assessments are conducted, regularly reviewed, actions are implemented and effective.
  11. Manage, plan and conduct regular safety audits and inspections across the QAS Cargo Campus to ensure the identification of hazards, deficiencies, SOPs are adhered to and amended, where deemed necessary, to ensure business continuity, safe operation and safe working practices.
  12. Collaborate with QAS Cargo Training and all relevant stakeholders to ensure OH&S and operational safety hazards form part of the training and that the training delivery is adequate to the target audience and effective to support the accident and incident prevention program.
  13. Assess and report safety irregularities to the Cargo leadership team, proactively working in collaboration with the management team to eliminate or mitigate operational safety risks to provide sustainable solutions. Conduct investigations of all events, as per risk matrix, that may have an impact on aircraft safety or OH&S ensuring causal factors are identified, safety recommendations issued and actions put in place to prevent re-occurrence.
  14. Perform regular analysis of operational accidents and incidents and evaluate trends, hazards, deficiencies; identify causal factors and collaborate with the QAS Cargo leadership to ensure actions are put in place to prevent re-occurrence and drive best practice for Operational Safety, OH&S and Emergency Plans.
  15. Prepare, chair, facilitate, and/or participate in QAS Cargo monthly safety action groups and subsequent safety committees to align with the QR Group and State of Qatar's Safety standards and regulations.   16. Provide safety coaching and mentoring to all Cargo departments to achieve a safety-driven organization.
  17. Cooperate with Qatar Airways safety on their Corporate Safety policy and all other relevant stakeholders in order to meet compliance and conformance requirements in the day-to-day operations with regards to OH&S, operational safety and emergency response protocols.
  18. Lead QAS Cargo Safety team to implement and deliver operational safety policies and procedures.
  19. Perform other department duties related to his/her position as directed by the Head of the Department.

  • Experience in a Safety Management role.
  • Safety experience in a mid to large scale operational environment.
  • Safety Management System Training.
  • Training and experience in conducting investigations and risk assessments.
  • Hands-on experience with safety promotional campaigns, toolbox talks and safety committees.
  • Safety Management experience in the Aviation Industry.
  • Airline and/or Ground Handling Management related courses, Occupational health and safety training and experience.
  • Fluent in spoken and written English.
  • Expert knowledge of operational safety procedures.
  • Familiar with Safety standards and practices as stipulated by ICAO/IATA. Proficient in all MS Office applications and Safety Management Systems.
  • Must possess a strong, decisive and collaborative leadership style.
  • Demonstrate the highest standards of integrity, equality and respect.
  • Ability to effectively communicate with clear, concise and consistent messages.
  • Experience of leading, managing, inspiring and engaging a mid to large multi-cultural workforce.
  • A change agent, results-oriented who can deliver innovative execution at pace.
  • Strength in learning and development; mentoring and coaching skills.
