Key Accountabilities:
Role Purpose
To assist Head of Facilities of a designated facility in day-to-day Operations & Maintenance activities.
KEY ACCOUNTABILITIES
- Assist in the daily management of the operations and maintenance activities for the designated facility/site to ensure that the facility is running at the optimal level in accordance with Facilities Management’s (FM) Operation Procedure Guide (OPG), ‘HSE’ Manual and other ‘QM’ policies, procedures & guidelines.
- Management of the designated FM and contractors’ staff.
- Production of daily/ weekly/monthly progress reports covering MEP related operations/maintenance & cleaning and landscaping services, ensuring service providers are up to date on the assigned jobs.
- Assist in the operation & management of the Building Management System (BMS), Building Information Management (BIM) & Computer Aided Facility Management (CAFM) Systems, Enterprise Resource Planning System (ERP).
- Assist in the Planned Preventive Maintenance (PPM), Corrective Maintenance, Emergency/Breakdown Maintenance & the Condition Based Maintenance activities of the associated Equipment/Facilities to ensure that the work progress is accordance to the plans & the budget.
- Assist in Systems Strategic Planning and constant monitoring of the obsolescence of the systems and initiation of timely action for the upgrading of such systems.
- Assist in enhancing QM’s Facilities Management operations by implementation of “Reliability Centered Maintenance” (RCM), “Sustainable Energy Management” and any related methodology/principals. For the energy conservation initiatives, review of the monthly reports indicating water, electricity and diesel/gas consumption details and recommending necessary control measures to reduce the consumption of energy and water by way of set point adjustments, power factor adjustments and use of better
- Star Energy equipment.
- Participate in the Root Cause Analysis related to the failures & breakdowns of the equipment as well as failures & breakdowns in the chain of command and communications. Similar analysis pertaining to the cases of “Near Misses”, “Accidents” & “Incidents” with an aim to mitigate the possibilities of re-occurring of such “uncalled-for” events.
- Assist in the management of the warranty claims and renewal of the warranties for the designated site.
- Coordinate in the procurement of fast-moving spare parts & initiation and supervision of site enhancement small projects.
- Interpretation of as built drawings and supervision of any changes to the building fabric.
- Assist in the production of Scope of Work and subsequent evaluations of department related tenders.
- Provide Inputs towards the preparation of department’s annual Capital & Operational budget. Work within the approved budget for the year.
- Assist in taking over of the newly constructed facilities from the contractor and commissioning of such facilities.
- Pro-active role in the management of ‘HSE’ related regulations to ensure a total compliance to the ‘HSE’ guidelines in day-to-day operations.
Qualifications/Requirements:
- Supervisory experience related to the operations and maintenance activities on large facilities (preferably experienced client side).
- Diploma or Engineering discipline. Membership of a professional institute (Desirable).
- A minimum of 3-6 years’ experience in related field.
